Black Lives Do Not Matter to the Democratic Party

Granted, they don’t matter to the Republican Party either. But at least they’re not pretending otherwise with cultural-appropriating pageantry and over a billion in additional funding for the gestapo.

After two weeks of the gestapo police using chemical weapons, flashbang grenades, rubber bullets, and otherwise beating civilians with impunity (all for the heinous crime of exercising their First Amendment right to protest), the Democratic Party has finally unveiled their police reform proposal.

Talking heads in the corporate media are calling it “sweeping”, but what exactly is in this legislation? Here are the major bullet points copied straight from the U.S. House of Representatives (full version here).


The Justice in Policing Act of 2020:

  • Prohibits federal, state, and local law enforcement from racial, religious and discriminatory profiling, and mandates training on racial, religious, and discriminatory profiling for all law enforcement.

Training presumes that police officers don’t already know what they are doing. They know exactly what they are doing. American cops are either a) racist sociopaths that get off on brutalizing human beings or are b) complicit in their silence. Which means right off the bat that Democrats actually don’t understand the problem or they don’t care.

  • Bans chokeholds, carotid holds and no-knock warrants at the federal level and limits the transfer of military-grade equipment to state and local law enforcement.

Chokeholds were already banned but gestapo continued to use them without consequences, so this is a toothless measure. Requiring them to knock on your door first before busting in and raise hell has to be the weakest measure in the entire bill. And yes, it’s a great idea to demilitarize the police. But notice the careful wording? “Limits the transfer of”.  They aren’t actually demilitarizing. Hell, they aren’t even pledging to stop doing more of it! They are only reducing additional militarization.

  • Mandates the use of dashboard cameras and body cameras for federal offices and requires state and local law enforcement to use existing federal funds to ensure the use of police body cameras.

Body cameras have been used by the gestapo since 2005 and were mandated nationwide starting in 2014 to “increase transparency and police accountability”. If these were effective, killings by police should have decreased.

  • Establishes a National Police Misconduct Registry to prevent problematic officers who are fired or leave on agency from moving to another jurisdiction without any accountability.

Good people who join the gestapo are quickly filtered out of the force if they don’t fall in line. It’s the bad ones who are retained and promoted. All a “National Police Misconduct Registry” will do is help in that process. It also wouldn’t be visible to the public, so Americans won’t be privy to any of this information. Why do you think that is?

  • Amends federal criminal statute from “willfulness” to a “recklessness” standard to successfully identify and prosecute police misconduct.

This is just a shift from using one subjective term to another. It’s a bait-and-switch, not actual progress.

  • Reforms qualified immunity so that individuals are not barred from recovering damages when police violate their constitutional rights.

This measure would allow citizens to sue a cop when their rights are violated. Obviously this would require the ability to afford a lawyer, which puts the majority out of luck. If there is strong evidence to indicate a violation took place, then the state should cover any legal fees. However, this is not included the bill.

  • Establishes public safety innovation grants for community-based organizations to create local commissions and task forces to help communities to re-imagine and develop concrete, just and equitable public safety approaches.

This is too fucking stupid to comment on. Read it out loud. Twice. Tell me I’m wrong.

  • Creates law enforcement development and training programs to develop best practices and requires the creation of law enforcement accreditation standard recommendations based on President Obama’s Task force on 21st Century policing.

It took the Ferguson riots of 2015 to push President Obama to limit and prohibit some of militarization of the police through an Executive Order in 2015. It’s rarely mentioned that police departments were allowed to continue militarizing, but they had to purchase equipment from private vendors rather than relying on freebies from the Department of Defense. So whenever I hear that “Obama” is involved in “reform”, I know to snuff for bullshit. Note that “task force” is just the latest buzzword for forming committees to investigate and discuss ideas but it does not necessitate that any actions will be taken.

  • Requires state and local law enforcement agencies to report use of force data, disaggregated by race, sex, disability, religion, age.

And how would this be enforced? Without enforcement this doesn’t have any legs.

  • Improves the use of pattern and practice investigations at the federal level by granting the Department of Justice Civil Rights Division subpoena power and creates a grant program for state attorneys general to develop authority to conduct independent investigations into problematic police departments.

What exactly constitutes as a “problematic police department”? This is more subjective language that keeps a lane wide open for negligence.

  • Establishes a Department of Justice task force to coordinate the investigation, prosecution and enforcement efforts of federal, state and local governments in cases related to law enforcement misconduct.

Democrats love task forces. They sound so serious. Same as Joe Biden’s “climate change” task force sounds serious.

The Justice in Policing Act of 2020 is jam-packed with nonsense verbiage offering misleading promises of reform while actually demonstrating that the Democratic Party has zero interest in the obvious solution the situation demands. Namely, the complete abolishment of the gestapo maniac cops and replacing them with citizen-elected, unarmed Peace Officers.

Even more outrageous than the ineffectiveness of this legislative proposal is the cost of implementing it. I combed through the full bill and compiled every appropriation mentioned:

  • SEC. 103 – PATTERN AND PRACTICE INVESTIGATIONS
    • $100 MILLION (2020-2022, annually)
  • SEC. 104 – INDEPENDENT INVESTIGATIONS
    • $750 MILLION (2020-2022)

  • SEC. 116 – AUTHORIZATION OF APPROPRIATIONS
    • $25 MILLION (2020)
  • SEC. 116 – AUTHORIZATION OF APPROPRIATIONS
    • $3.3 MILLION (2020, additional)
  • SEC. 117 – NATIONAL TASK FORCE ON LAW ENFORCEMENT 21 OVERSIGHT
    • $5 MILLION (2020-2022, annually)
  • SEC. 333 – DATA COLLECTION DEMONSTRATION PROJECT
    • $5 MILLION (over 2 year period)
  • SEC. 333 – DATA COLLECTION DEMONSTRATION PROJECT
    • $500,000 (additional)

Here’s a paragraph from the ACLU’s official response:

“The bill introduced today takes significant steps to protect people and ensure accountability against police violence. But the legislation also provides hundreds of millions more to law enforcement, and for the ACLU, that’s a nonstarter. While many of the reforms in this bill are laudable and vital, more must be done to change the role of police in our society fundamentally. There can be no more Band-Aid or temporary fixes when it comes to policing, which is why we are calling for divestment from law enforcement agencies and reinvestment into the Black and Brown communities that have been harmed by over policing and mass incarceration. The role of police has to be smaller, more circumscribed, and less funded with taxpayer dollars.”

With cries to abolish the domestic terrorist organization (aka, local law enforcement), to defund these violent gestapo, the official Democratic response is more funding for the police, not less. Diehard loyalists to the Democratic Party, voters who still view Deporter-in-Chief Obama as “the best President everrrr” and still haven’t ripped off their “I’m With Her” bumper stickers yet will try to chalk this bill up as merely misguided, but it would be a mistake to not recognize how intentionally nefarious this bill really is. This is an empty, political gesture and a slap in the face to the Black Lives Matter movement.  How can we know this intentionality for certain? The same way you can deduce all corruption under a system of Corporate Oligarchy.

Follow the money.

Since the 1994 election cycle, 55 police union and law enforcement PACs have donated over $1.1 million to congressional campaigns, more than a third of which has gone to current members of Congress. Funds spread to both sides of the aisle, especially to those in prominent positions and with influence in the House Law Enforcement Caucus. Another $9 million in itemized contributions come from those listing current or retired law enforcement positions as their profession since 1990.   (OpenSecrets.org)

So why are Democrats bothering to push any bill at all? Because it’s an election year, of course, and they have to deflect their own complicity in creating the dystopian police state we’re now living in. They have to do something, so this is… well, it is technically something, right? Joe Biden especially needs the added cover, since his 1994 Crime Bill added 100,000 gestapo to the streets, created racist drug laws, harsher mandatory sentences and single-handedly doubled the U.S. prison population, all part of his effort to remove those who are beyond the pale.


Note that as recently as four years ago, Biden remained proud of the Crime Bill’s “enormous success” and thinks the real problem is that the gestapo don’t have enough funding to do their job.


 

If Democrats and Republicans are both complicit, if Trump and Biden are both influenced by police unions, law enforcement PACs, and individual gestapo donors… what can we do? How do we abolish the police if none of our lawmakers, not even Bernie Sanders, understands why such a radical move is necessary? Vote for Trump? Vote for Biden?

Neither.

The time for electoral politics is over. Petitions, marches, and even voting are all but useless gestures until actual democracy is first restored. But the Oligarchs, the real owners of this country, have their rigged grip over this nation tighter than a prepubescent asshole. The system is too broken to go after the real terrorists who kill far more Americans than ISIS, which is why we must overthrow the U.S. Empire entirely. Abolish the police…? First we must abolish Congress. And the Governors. And the Mayors. And every other cog in this corrupt machine until it sputters and finally dies.



Forgo the voting booth and take to the streets is our only recourse left. Every corrupt lawmaker has a personal address. Find it and bring them to heel.
